What the Law Actually Does

Under the new statute, drivers convicted of reckless driving at 100 mph or above will have a speed limiting device installed on their vehicle as a condition of licence reinstatement. Virginia already treats driving at 85 mph or more as reckless driving (a criminal misdemeanour), so the 100 mph threshold targets the most extreme offenders. But the signal it sends is broader: speed kills, and states are getting creative about enforcement.

Hands-Free Laws Are Now Primary in 30+ States

Speed limiters aren't the only big change in 2026. Over 30 states now treat holding your phone while driving as a primary offence — meaning police can pull you over for it alone, without needing another reason. Iowa, South Carolina, Louisiana and Pennsylvania all joined or strengthened enforcement this year.
