Singapore's New Mandatory Road Assessment: What Traffic Police Announced for 2026

Traffic Police have confirmed revised driving test fees from 13 March 2026 and a mandatory road assessment for Class 3C/3CA licence holders, with serious consequences for those who fail.

In March 2026, the Singapore Police Force confirmed two significant changes: revised fees for all theory and practical tests, and a mandatory road assessment for Class 3C and 3CA licence holders who want to progress to a Class 4 or 4P licence. Here is what the Traffic Police announcement actually means for you.

What is changing

The headline change is the road assessment. Introduced by Traffic Police on 15 September 2025 to strengthen road safety, it applies to holders of Class 3C and 3CA licences, which are typically issued to Work Permit and S Pass holders who converted a foreign driving licence. Before these motorists can enrol in lessons for a Class 4 or 4P (heavy vehicle) licence, they must first pass a road assessment in actual traffic conditions.

The consequences of failing are severe. A Class 3C or 3CA holder who fails the road assessment will not be allowed to enrol for Class 4 or 4P lessons, will have their existing licence revoked, and cannot obtain a driving licence of any class for one year from the revocation date.

Alongside this, test fees rose on 13 March 2026 for the first time since 2016. The Basic Theory Test, Final Theory Test and Riding Theory Test went up from S$6.50 to S$7.20, rising again to S$8.00 in March 2027. The Practical Driving Test, Practical Riding Test and Proficiency Driving Test increased from S$33 to S$40, climbing to S$45 in 2027 and S$50 in 2028. The road assessment fee is pegged to the practical test fee.

What this means for learners

For most learners at BBDC, CDC and SSDC working towards a standard Class 3 or 3A licence, the immediate impact is financial: every theory and practical test attempt now costs more, and the price ladder keeps rising through 2028. That makes passing on your first attempt more valuable than ever, especially when you factor in warm-up circuit fees and instructor bookings on top of each retest.
