B.C. Scraps the Second Road Test: What Canadian Learners Need to Know

British Columbia is eliminating the full licence road test for clean-record novice drivers starting summer 2026. Here's what changed and what to expect.

British Columbia has made one of the biggest changes to its graduated licensing system in years: if you hold a Class 7 Novice licence with a clean driving record, you won't need to take a second road test to get your full licence starting summer 2026. The change, which sailed through the legislature despite some safety concerns, means thousands of B.C. drivers will save time, money and stress — but it comes with conditions, as CHEK News reported.

How It Works

Under the current system, new drivers must pass two practical road tests: one to move from a learner's permit (Class 7L) to a novice licence (Class 7), and a second to graduate to a full Class 5 licence. The second test has long been criticised as redundant — it tests largely the same skills, just at a later date.

Under the new rules, novice drivers who maintain a clean record during a 12-month restriction period will automatically graduate to their full licence without sitting another exam. "Clean record" means no at-fault crashes, no driving prohibitions and no suspensions during those 12 months.

Online Knowledge Tests Are Here Too

B.C. has also rolled out online knowledge testing for learner's permits. Would-be drivers can now take the theory test from home through Neumo, Canada's largest driver knowledge testing provider, which already delivers 86% of all knowledge tests nationwide. The move follows a B.C. government announcement aimed at reducing wait times at ICBC offices.

Ontario DriveTest Centre Moves

Meanwhile in Ontario, two DriveTest centres have relocated. The Brampton centre moved to Shoppers World Mall at 499 Main Street as of 8 June 2026, and the Kenora centre now conducts M2 road tests at the Moncrief Construction Sports Centre. If you've booked a test at either location, double-check your confirmation for the new address.

What This Means for You

B.C.'s move reflects a broader trend across Canada: modernising licensing systems that haven't changed in decades, making them more accessible without — officials hope — compromising safety. Time will tell whether dropping the second test was the right call, but for now, B.C. novice drivers have one fewer hurdle to clear.
