DVSA's 3-Nearest-Centres Rule (9 June 2026): Why Your Driving Test Centre Choice Just Got More Permanent

From 9 June 2026, any UK driving test centre change must be to one of the three nearest centres to your current booking. Here's how the new DVSA geographic rule works and how to pick the right centre first time.

The third and final stage of the DVSA's 2026 booking shake-up lands on 9 June 2026: from that date, if you change the location of your UK practical driving test, you can only move it to one of the three nearest DVSA test centres. No more booking a slot in Manchester and "hopping" to a quiet rural centre 200 miles away with a higher pass rate.

This is the rule that quietly changes the most about how UK learners pick a test centre. Here's exactly how it works, what to know before 9 June, and how to make a smart first choice.

What the 3-nearest-centres rule says

From 9 June 2026, every location change on your driving-test booking is geographically constrained:

Why DVSA brought it in

Two reasons, both reasonable. First: bots and third-party booking services were exploiting the geography. They would buy up slots at high-throughput rural centres (where last-minute cancellations were common) and resell them to learners willing to drive across the country. The 3-nearest rule kills that business model overnight.

Second: it discourages the popular learner tactic of "pass-rate shopping" — booking a test at a centre two hours away because its published pass rate is 20 points higher than your local one. DVSA's view is that a driver who can't pass at their local centre shouldn't pass elsewhere — the test is the same, the standards are national, and crossing the country to find a soft examiner isn't what the system is for.

What "nearest" actually means

DVSA defines "nearest" by straight-line distance from the postcode of the centre. It's not by drive time, and it doesn't account for the road network — so your three nearest might be in slightly unexpected directions. Before 9 June 2026, you can check what your three nearest are using the official find a driving test centre tool on gov.uk.

For most UK postcodes, the three nearest will all be within ~30 miles. In dense urban areas (London, Birmingham, Manchester), they're often within 5–10 miles. In the Scottish Highlands or rural Wales they can be 50+ miles apart.

How to pick the right centre first time

Under the old rules, your first test-centre choice didn't matter much — you could move it around. Under the new rules, it matters a lot. Three things to weigh:

  1. Pass rate. Pass rates vary wildly between UK test centres, from around 36% at the toughest urban centres to above 75% at some rural ones. See the full UK test centre pass rates table. Your three nearest may have a 15-point spread.
  2. The road network you'll be tested on. An urban centre with dense traffic, complex multi-lane junctions and heavy roundabouts is a different test from a rural centre with country lanes and farm-vehicle hazards. Pick the type of driving you're stronger at.
  3. Your familiarity. The single biggest predictor of passing is having driven the local road network many times. Pick a centre near where you've actually practised — not the one with the best pass rate if you've never driven its area.

A small loophole — and how to use it honestly

If your nearest centre has a long wait but one of the next two has earlier availability, you can still book the further one as your first choice. The 3-nearest restriction only applies to changes after 9 June 2026, not initial bookings. So you can shop intelligently up front; you just can't keep shopping later.
