What Changed?
🗓 March 31, 2026: You can now only make 2 changes to your test booking. After that, you must cancel and rebook entirely (10 working days' notice required for a refund).
🗓 May 12, 2026: It is now illegal for anyone other than the learner to book, change, or cancel a car driving test. This includes instructors and third-party services.
🗓 June 9, 2026: When moving your test, you can only choose from the 3 nearest test centres to your original booking location.
Why Did This Happen?
These rules target the widespread practice of test-swapping — where learners (or bots acting on their behalf) book tests in low-demand areas like rural Wales or Scotland, then move them to high-demand centres in London or Birmingham. This created a two-tier system where those willing to pay third-party services got tests faster, while others waited months.
According to GOV.UK, the changes aim to ensure fair access and reduce exploitation of the booking system.
